The plaintiff, W. Walker Ware, IV (“Ware” or “Plaintiff’), filed this civil rights action asserting claims under 42 U.S.C. § 1983 and Virginia law. This matter is before the Court on a Motion for Summary Judgment filed by defendants James City County (“County”), Officer E. James (“James”), Officer Miller (“Miller”), Senior Officer Sten (“Sten”), and Sergeant McMiehael (“McMichael”) (collectively, “Defendants”).
