This matter is before the Court on a motion for Summary Judgment jointly filed by all of the defendants (collectively “Defendants”) against each of the nine plaintiffs (collectively “Plaintiffs”) in this consolidated action. After examination of *711the briefs and the record, the Court determines that a hearing is unnecessary, as the facts and legal arguments are adequately presented, and the decisional process would not be aided significantly by oral argument.
