MEMORANDUM OPINION

HOBBS, District Judge.

I. INTRODUCTION

Plaintiffs, owners and operators of ambulance services,1 are providers to Medicare *591and Medicaid recipients in the state of Alabama. Plaintiffs have challenged a regulation of the Alabama Medicaid Agency, which plaintiffs contend illegally restricts the amount of recovery to plaintiffs for services which they provide to poor Medicare patients, such restriction allegedly being in violation of a federal statute. The Court concludes that the challenged regulation does not violate the applicable statute, 42 U.S.C., § 1396a.
