I. INTRODUCTION

This matter is before the court for final disposition of the issue of damages in plaintiffs’ consolidated medical malpractice actions against the United States, which were brought pursuant to the Federal Tort Claims Act, 28 U.S.C. §§ 1346, 2671-80. This court has previously addressed certain aspects of these claims in considerable detail. 1 In Phillips v.
