PER CURIAM. .
Plaintiff-Appellant Solomon Upshaw appeals the July 19, 2014, final order by the United States Court of Federal Claims (“Claims Court”) dismissing his Amended Complaint for lack of subject-matter jurisdiction. See Upshaw v. United States, No. 14-569C, 2014 WL 6480512 (Fed.Cl. Nov. 19, 2014) (Resp’t’s App. (“R.A.”) 34-39) (“Final Order”). For the reasons set forth below, this court affirms.
