MEMORANDUM

This case represents an unusual exercise of federal diversity jurisdiction in that I am being asked to address what is essentially a local zoning controversy. The municipality involved is East Rockhill Township in Bucks County, Pennsylvania. The property in question is a quarry that has been in existence dating back to the 1800s, but one that has not been operational to any meaningful extent since the 1980s.
