ORDER GRANTING IN PART AND DENYING IN PART DEFENDANTS’ MOTION FOR SUMMARY JUDGMENT

KENT, District Judge.

Plaintiff brings this action against Defendant Gulf Coast Centers, Ltd. (“Gulf Coast”) alleging a violation of 42 U.S.C. § 1983. Plaintiff also has introduced a variety of pendant state claims against all Defendants under the Texas Tort Claims Act (“TTCA”), tex. Civ. Prac. & Rem. Code §§ 100.001-101.109 et seq.
