Appellants James and Darlene Carlson brought this action against the State of Minnesota, the Commissioner of Public Welfare, Hennepin County and its Bureau of Social Services and three individual employees of Hennepin County,- alleging deprivation of their civil rights. After the state and the Commissioner of Public Welfare were dismissed by the trial court, the action proceeded against the remaining defendants.
