DONALD RUSSELL, Circuit Judge:
The employer American Manufacturing Associates, Inc., a North Carolina corporation, is a small manufacturer engaged in fabricating welt cord and edge roll for use in the furniture trade. Its only plant is located in High Point, North Carolina, where it employs less than fifteen employees, working on a three-shift basis. The personnel on its first shift is greater than that on the other two shifts.
