Before the Court is Defendant Thomas County, Georgia’s Motion for Summary Judgment (Doc. 20). For the reasons stated below, the Motion is granted in part and denied in part.

I. FACTUAL BACKGROUND

In October 2006, Plaintiff Sheletha Foster (“Plaintiff’) was hired by Defendant Thomas County (“Defendant”) as a communications officer for Thomas County E-911 (“E-911”).
