May the Family Court, within the statutory power conferred by Family Court Act § 255 ("Cooperation of officials and organizations”), direct the Commissioner of Social Services (Commissioner) to commence a CPLR article 78 proceeding against the New York City Housing Authority (Authority) on the basis that adequate housing is needed to enable a child’s grandmother to obtain custody of her grandchild?
