Rachel T. is the six-year-old daughter of George and Kathleen T. In August of 1987, a master determined that Rachel was a Child in Need of Assistance. Rachel’s parents filed exceptions to the master’s decision, and after a de novo hearing, the Circuit Court for Carroll County reversed the master’s decision. The Department of Social Services for Carroll County (Department) and Rachel T. appeal, contending that the trial court should have admitted certain out-of-court statements made by Rachel.
