Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court, entered in Albany County) to review a determination of respondent Commissioner of Labor which, inter alia, found that petitioner failed to pay prevailing wage and wage supplements.

Petitioner contends that substantial evidence is lacking to support the administrative findings that employees classified by petitioner as laborers on a public works project were engaged in roofers’ work and that petitioner willfully underpaid these employees.
