MEMORANDUM OPINION

Granting the District of Columbia’s Motion for Summary Judgment

I. INTRODUCTION

This case stems from a shootout between officers employed by the Metropolitan Police Department and Salvador Buraca, who was killed in the melee. His next of kin brought suit, alleging that the officers used excessive force. Now before the court is the District of Columbia’s motion to dismiss or, in the alternative, for summary judgment.
