ROSENN, Circuit Judge.
These appeals from an order of the United States District Court for the Western District of Pennsylvania present the recurring question whether municipalities can be held accountable in the federal courts for deprivation of citizens’ constitutional rights through misuse of governmental authority by municipal police. Facets of this issue have received the attention of the federal courts in recent years.
