This consolidated action arises from the final affirmative determination made by the U.S. Department of Commerce (“Com merce”) in its antidumping investigation of certain crystalline silicon photovoltaic products (solar cells and panels) from Taiwan. 2 Before the court are motions for judgment on the agency record, challenging Commerce’s final determinations regarding the scope of these proceedings. 3
