The Commonwealth of Pennsylvania, Department of Transportation (DOT) appeals from an order of the Court of Common Pleas of Allegheny County sustaining the appeal of Dong Ha Yi from a one-year suspension of his driver’s license.
On the evening of December 10, 1992, Officers Downing and Lesko of the Findley Township Police Department were dispatched to a two-car accident where, upon arriving, they found Yi in proximity to one of the vehicles involved in the accident.
