DAVIES, Judge.
In February 1986 respondent Beltrami County Social Services Agency denied appellant Aid to Families with Dependent Children (“AFDC”) benefits for her personal needs on the ground that she was not cooperating in establishing the paternity of her child. This decision was affirmed by respondent Commissioner of the Minnesota Department of Human Services (“DHS”) in 1986, by the district court in 1987, again by the Commissioner in 1991, and by the district court in 1992.
