OPINION

JONES, Judge:

¶ 1 Appellants challenge the superior court’s order affirming a decision of the Atizona Corporation Commission (Commission) finding David Shorey and Westeap Energy, Inc. (Westeap) violated Arizona Revised Statutes (AR.S.) sections 44-1841, 1 -1842, and - 1991. We affirm the Commission’s determination and hold the enforcement of those statutes to be both constitutional and not preempted by federal law.
