MEMORANDUM OPINION AND ORDER

ALLEN, District Judge.

This action is brought by the plaintiffs, James R. Branham, et al, alleging that defendant, Gerald E. Malone, Justice of the Second Magisterial District of Jefferson County, Kentucky, and his fellow magistrates, routinely fail to inform tenants of their statutory rights in violation of K.R.S. 383.140, and the Due Process Clause of the Fourteenth Amendment of the United States Constitution.
