This is an appeal from a judgment of the District Court dismissing a suit by the Mayor of the District of Columbia, Marion S. Barry, Jr., (“appellant” or “Mayor Barry”) against the Attorney General of the United States, the United States Attorney for the District of Columbia, and other federal officials (“appellees”).
