HIGGINS, Justice.
The authority of the Board of Levee Commissioners for the Orleans Levee District to refund its bonded indebtedness for tlie purpose of saving the taxpayers thousands of dollars by securing a lower rate of interest was questioned by a taxpayer. The action was dismissed, and the plaintiff has appealed.
The learned trial judge has so clearly stated the issues and correctly decided them in his written opiniqn, we quote it, in full, with our approval:
