Plaintiff appellant, Fred W. Kunz, Jr., a citizen of Jefferson Parish, Louisiana, instituted this suit, and was subsequently joined therein by numerous intervenors, seeking an injunction and/or declaratory judgment to prevent defendant, the Greater New Orleans Expressway Commission (sometimes hereinafter referred to simply as the “Commission”), from carrying out certain contracts with David Volkert & Associates, Inc., and Bache and Co., Incorporated, from further expending the Commission’s revenues in connection with the planning and construction of proposed additions,…
