At the regular session of the board of commissioners of the county of Huntington, commencing September 7, 1903, the appellee, on September 14-, 1903, presented his application for a license to retail intoxicating liquors in the town of Warren, Salamonio township, in that county, with proof of publication of notice thereof one time —on August 14, 1903 — in a certain weekly newspaper of general circulation in that county.
