Plaintiff pro se John J. Kulawy appeals from a final judgment of the United States District Court for the District of Connecticut, Ellen Bree Burns, Chief Judge, dismissing his action against the United States pursuant to 28 U.S.C. §§ 1340 and 2410(a) (1988) to quiet title to certain of his personal property based on alleged procedural irregularities in the seizure and sale of that property by the Internal Revenue Service (“IRS”) in violation of various provisions of the Internal Revenue Code (“Code”), 26 U.S.C. §§ 6211 et seq.
