This case arises out of a contract to remove and replace certain concrete sidewalks at the Maryland State Police Headquarters located at Pikesville in Baltimore County. Following the completion of the project, Warwick Supply & Equipment Company, Inc. (“Warwick”) filed an appeal to the Maryland State Board of Contract Appeals (“MSBCA”) on April 22, 1991 against both the Department of General Services and the Maryland State Police (the “State”).
