Three different school districts in Stafford county bring this action against the board of county commissioners, the county clerk and the county treasurer of that county, seeking (1) to recover money for the districts claimed by plaintiffs to have been paid by defendants out of the Barnes high-school fund under authority of an unconstitutional law, (2) to obtain a declaratory judgment declaring a certain law unconstitutional, and (3) to obtain an injunction against the board of county commissioners to prevent the charging of tuition of…
