In these consolidated proceedings, the city of Bristol (city), the plaintiff in the first case and the defendant in the second case, appeals from the judgment of the trial court reassessing damages awarded to Tilcon, Inc. (Tilcon), 1 the defendant in the first case and the plaintiff in the second case, 2 for the city’s taking by condemnation of easements and other rights on 24.84 acres located within a 184 acre tract of unimproved land owned by Tilcon to remediate potentially contaminated groundwater emanating from the city landfill (statutory taking). 3 The city also…
