This action is before the court on several summary-judgment motions.

Redwing Carriers, Inc., (“Redwing”) brought this action primarily under 42 U.S.C. §§ 9607(a) and 9613(f), part of the Comprehensive Environmental Response, Compensation, and Liability Act (“CERCLA”).
