Plaintiff, SJ. Groves & Sons Company (“Groves”), filed this diversity action against Midwest Steel Erection Company, Inc. (“Midwest”) and Reliance Insurance Company (“Reliance”). Groves entered into a contract with the Illinois Department of Transportation (“IDOT”) for the construction of road and bridge improvements in Lasalle, Illinois (“the Lasalle Bridge Project”).
