¶ 1 Plaintiffs Brent Foutz, Aleta Taylor, Drew Chamberlain, Michael Ann Rippen, Jordan River Nature Center, Inc., and Friends of Midas Creek, Inc., appeal the district court’s dismissal of their action against the City of South Jordan and the South Jordan Community Development Department.
