This is an appeal from a decree dismissing on demurrer a taxpayers’ bill against the City of Baltimore and contractors for adjudication that a contract awarded by the Board of Estimates for reconstruction of the existing stadium is illegal and void and for injunction against proceeding with work under the contract.
