In 1904 the General Assembly of Maryland adopted an Act known as Chapter 274. The title of that Act is in the words following:
“An Act to authorize the Mayor and City Council of Baltimore to issue its certificate of stock to an amount not exceeding two million dollars for the purpose of providing the money to pay the costs and expenses of condemning, opening, grading, paving and curbing the streets, avenues, lanes and alleys of the annex portion of Baltimore City; and to authorize the appointment of a commission, to be known as the ‘Annex Improvement Commission,’ and to define the duties of…
