IN THE SUPREME COURT OF THE STATE OF KANSAS No. 128,161 In the Interest of K.R., a Minor Child. SYLLABUS BY THE COURT K.S.A. 38-2269 permits a district court to terminate parental rights only after first finding by clear and convincing evidence that the parent is unfit and that the conduct or condition of unfitness is unlikely to change in the foreseeable future. Absent these statutorily required findings, the district court lacks authority to terminate parental rights.
