John Vickers challenges the district court’s refusal to depart downward from the sentencing guidelines. For the reasons cited herein, we affirm.
I. FACTS AND PROCEDURAL HISTORY
On July 30,1986, John Vickers (hereafter Vickers) was sentenced to a forty-eight month term of imprisonment for possession of a stolen treasury check. On November 12, 1987, Vickers was transferred from a Federal Correctional Institution to a residential center located in New Orleans.
