Plaintiffs have commenced an action for a declaratory judgment to invalidate Local Laws 1990, No. 67 of the City of New York and for a permanent injunction against the enforcement of said law, codified as section 17-177 of the Administrative Code of the City of New York. The within motion brought by order to show cause is for a preliminary injunction enjoining enforcement by defendants pendente lite.
