— On February 3, 1928, the citizens in the Town of Carlisle submitted to the electors thereof the question whether there should be established in the Town a municipal waterworks system. In the submission of that’proposition to the electors, the indebtedness to be authorized was $27,000. A majority of the electors voted-at the election in favor of the proposition.'
