The appellant, Korean Conflict veteran Mack A. McCormick, appeals through counsel a December 16, 1997, Board of Veterans’ Appeals (BVA or Board) decision that denied as not well grounded his claim for Department of Veterans Affairs (VA) service connection for loss of vision. Record (R.) at 2. The appellant filed an informal brief and a reply, and the Secretary filed a motion for single-judge affir-mance.
