This case originated with a Complaint (Clerk’s No. 1) filed by OCMC, Inc., doing business as One Call Communications (“One Call”). One Call’s Complaint seeks declaratory and injunctive relief against Defendants John Norris, Diane Munns, and Curtis Stamp, who together make up the Iowa Utilities Board (“Board” or “IUB”).
