Peter B. Cooper appeals from the decision of the United States Patent and Trademark Office (PTO) Board of Patent Appeals and Interferences (the Board) awarding priority of invention to Dr. David Goldfarb for expanded polytetraflouroethylene (PTFE) artificial vascular grafts.
