Plaintiff Tracy Passa (“plaintiff’), acting on behalf of herself and classes of plaintiffs, 1 alleges that defendant City of Columbus (“City”) violated the Fair Debt Collection Practices Act (“FDCPA”), 15 U.S.C. § 1692 et seq., and the Ohio Consumer Sales Px-actices Act (“OCSPA”), Ohio Revised Code (“O.R.C.”) § 1345.01 et seq.
