Respondent Wilson (who will hereafter be referred to as though he is the sole respondent) was the owner of a victory motor vehicle capable of carrying more than six seated passengers, exclusive of the driver, which had been licensed under the victory motor vehicle act (Laws of 1943, chapter 281, p. 885; Rem. Supp. 1943, § 6397-30 [P.P.C. § 746w-15] et seq.), and which was used by him to transport persons who were engaged in war defense work.
