HILL, Circuit Judge.

This is an action under the Declaratory Judgment Act, 28 U.S.C. § 2201, seeking to nullify certain ordinances of the City of Norman, Oklahoma, whereby property belonging to the appellants was annexed to the City of Norman. 1 Jurisdiction is based upon diversity of citizenship, 28 U.S.C. § 1332. Both appellants (plaintiffs below) are residents of California and the appellee defendant is an Oklahoma Municipal Corporation.
