DOTY, District Judge.
This matter is before the court upon defendants’ motion for summary judgment [Docket No. 12], Based upon a review of the file, record and proceedings herein, and for the reasons stated, the court grants defendants’ motion.
BACKGROUND
M.P. is a sixteen-year-old student who suffers from schizophrenia. He lives with K.P. and D.P., his adopted parents, in New Prague, Minnesota within the boundaries of the Independent School District 721 (“School District”).
