*377FINDINGS OF FACT(1) On June 6, 1991, while a Pennsylvania state policeman was operating a radar speed device on Route 115 in Tobyhanna Township, Monroe County, Pennsylvania, he timed petitioner’s motor vehicle traveling at a speed of 72 miles, per hour..
