Opinion
SULLIVAN, J.
The plaintiff, Douglas L. Dortenzio, chief of police for the town of Wallingford, appeals from the judgment of the trial court dismissing his appeal from the decision of the freedom of information commission. The plaintiff claims that the trial court improperly determined that a predisciplinary conference conducted by the plaintiff was a “hearing or other *426proceeding” under General Statutes § l-18a (b)1 and, therefore, subject to the open meeting requirements of General Statutes §§ 1-21 (a)2 and l-21a (a).3 We agree and reverse the judgment of the trial court.
