(After stating the foregoing facts.) There is really only one question to be determined in this case, and that is whether the General Assembly has the power to make such a classification of occupation taxes as may result in a difference of treatment as between persons engaged in the business of soliciting and writing insurance and in a preference in favor of one class engaged in the same business over another.
