The National Preferred Life Insurance Company, hereinafter referred to as the appellee, filed its petition for a declaratory judgment in the DeKalb County Superior Court against the Tax Commissioner, the Director of the Business License Department, and the Chairman and Members of the Board of Commissioners of Roads and Revenue of said county.
