Appeal by the complainant, John C-. Sheehan, a citizen of the State of New York, from an order of the Supreme Court, made at the New York Special Term and entered in the office of the clerk of the cdunty of New York on the É9th day of August, 1899, dismissing proceedings instituted under section 11 of the Primary Election Law (Chap. 179, Laws of 1898, as amd. by chap. 473, Laws of 1899).

This appeal requires a determination as to the right of an Assembly district committee of the Democratic party in the city of New York to designate the election officers who are to be appointed under the provisions of section 12 of the Election Law (Laws of 1896, chap. 909), as amended by chapter 630 of the Laws of 1899. It appears that the organization of the Democratic party in the county of New York consists of a county general committee called the general committee of the Democratic party of the county of New York.
