WORKMAN, Justice:

This is a lawyer disciplinary proceeding brought against Stephen L. Hall (hereinafter “Mr. Hall”) by the Office of Disciplinary Counsel (hereinafter “the ODC”) on behalf of the Lawyer Disciplinary Board (hereinafter “the Board”). A Hearing Panel Subcommittee of the Board (hereinafter “HPS”) determined that Mr. Hall violated Rules 8.2(a) and 8.4(d) of the West Virginia Rules of Professional Conduct.
